Town Meeting Minutes - May 18, 2006

Friday, May 26th, 2006

The meeting was called to order at 8:00 PM. Thirty three people were present.

A motion was made to elect Nancy Scofield as moderator (L. Tanner/C. Travers). All in favor.

The call to the meeting was read by the clerk.

1. A motion was made (D. Scofield/J. Keith) to authorize the Selectmen to enter into agreement with the CT DOT as to the expenditure of funds which will become available as of July 1, 2006. All in favor, the motion carried.
2. A motion was made to elect Edgar Berner to the Lake Waramaug Authority (R.Schnell/S. Jacobs). A motion to close nominations (E. Prindle/D. Dacey). All in favor of Edgar Berner, the motion carried.
3. A motion was made (L. Ajello/J. Keith) to elect Jann Tanner to a three year term on the Board of Education, term ending June 2009. A motion was made to close the nominations (D. Keith/D. Scofield). All in favor of Jann Tanner, the motion carried. A motion was made (D. Dacey/D. Scofield) to elect Michael Friedman to fill the term on the Board of Education vacated by Luke Tanner, term ending June, 2008. A motion was made to close the nominations (E. Prindle/J. Struckus). All in favor of Michael Friedman, the motion carried.
4. A motion was made to adopt the 2006-2007 fiscal year budget as presented by the Board of Finance (R. Schnell/J. Meeker). All in favor, the motion carried.
5. A motion was made (D. Dacey/L. Tanner) to authorize the selectmen to purchase one new International single axle truck with a new all season body not to exceed $105,000, funds to come from the equipment fund, and to sell the current 1994 dump truck, funds to be returned to equipment fund. Jack pointed out that the old truck is three years past replacement schedule, and the sale of this truck could bring approximately $10,000. All in favor, the motion carried.
6. A motion was made (B. Anderson/E. Berner) to approve an ordinance regarding declaration of local disaster or emergency. All in favor, the motion carried.
7. A motion was made to authorize the Selectmen to negotiate and transact the sale of a piece of town owned property, 0.42 + or – acres at the intersection of Lake Rd. and Cemetery Rd. to adjoining property owner Leviness (J. Meeker/D. Dacey). This piece was abandoned by the state to the town. The Leviness family needs the acreage to accomplish the building of an additional house on their land for a family member. The property has no impact on the new town hall project. All in favor, the motion carried.

An expression of thanks was extended to Luke Tanner for his years of service on the Board of Education. With no further business a motion was made to adjourn at 8:15 PM.

Church Youth Group Katrina Aid Trip

On July 1, 2006, the Warren Church Senior Youth group will leave on a mission trip to New Orleans with the youth group from Goshen Church of Christ Congregational to aid families affected by Hurricane Katrina. We are a group of seven Warren teens and two adults and we will be engaged in hands on construction and refurbishing of local structures that were damaged by the hurricane and subsequently by the flooding. We will also try to reach out and interact directly with local residents. Each individual on the team was responsible for raising sufficient funds to pay for airfare, accommodations, transportation, food, and the cost of materials and supplies. A big THANK YOU to everyone who has supported us in this effort. We hope to provide a meaningful opportunity for our youth group to reach out to those in need!!

We will be selling geraniums at the Memorial Day parade in the center of Warren on Sunday at noon. These funds will further aid people in the New Orleans area. Please stop by the Youth Group table.

We look forward to sharing the highlights of our trip with everyone when we return.

Storyhour at 10:30 AM Fridays, now through June 30th. For our future readers. Come share a story and some fun.

Digital Camera Workshop for Everyone. Thursday, June 8th, 7 - 9 PM. Come and meet other digital enthusiasts. Learn the basics of your digital camera. Share photos and ideas on how to take pictures, store them and print them. Bring your camera and the instruction booklet and some samples of your photos.

Other Notes We are very pleased to announce that we now have a children’s librarian for Warren Public Library, Amanda McGrew. Amanda will be here a few hours a week and will facilitate programming as well as assist in developing the children’s library for our growing population of younger readers. Keep an eye out for announcements of programs and our Summer Reading Program dates and activities. We have created a questionaire so that parents and kids can tell us what programs they would like to share. We are looking forward to your response.

Rabies Clinic May 20

Dog Warden, Cindy Brisset has announced there will be a rabies vaccination clinic for dogs and cats at the Washington Town Garage off Blackville Road in Washington on May 20 from 2 to 4 pm.

The clinic is open to Connecticut residents and anyone from Warren is welcome. The charge is $15 cash per animal. If your animal had a one-year shot last year, bring the certificate and you may qualify for a three year certificate this time.

The clinic relies on volunteers, including Dr. Ferris Gorra of MarbleDale, who administers the shots and Cindy Brisset, the dog warden for both Warren and Washington.

The clinic presents an option for obtaining the required rabies vaccination that is needed for the annual licensing of dogs in June.

Historical Society Open House May 28

Friday, May 12th, 2006

The Warren Historical Society, Inc. will host an open house at the Academy on the day of the Memorial Day Parade. Members of the historical society will be on hand with punch and cookies at the Academy from 11:30 am to about 1:30 pm, so that parade-goers can visit before and after the noon parade.

Applications for membership in the society will be available along with explanations of the society’s mission.

All are invited to stop by, see the exhibits, join the society and celebrate Warren’s history.

Pancake Breakfast May 21

The Women’s Auxiliary of the Warren Volunteer Fire Company, Inc., will be holding a Pancake Breakfast at the Warren Town Hall, Sackett Hill Road, from 7:30 a.m. to 11:00 a.m. on Sunday, May 21, 2006. Proceeds from the breakfast will benefit the Auxiliary Scholarship Fund.

All you can eat: O.J., pancakes - plain or blueberry, sausage, coffee or tea.

Tickets are: Adults $4.00 and children $2.00. Children under 3 are free.

Dog Licenses

Saturday, May 6th, 2006

Dog licenses for the coming year (July 06 - June 07) will be available at the Town Clerk’s office beginning on June 1, 2006, not before. All dogs over the age of 6 months are required to be registered each year and must provide certificate of rabies vaccination in order to be licensed. If your dog has been registered in Warren previously, you will receive a card from the Town Clerk to remind you.

Subdivision Regulations Meetings

The Planning & Zoning Commission has scheduled the following special meetings with Dan McGuinness to discuss possible changes to the Subdivision regulations. These meetings are open for the public to observe. The meetings will be held the 4th Tuesday of each month at 7:00 P.M. at Town Hall.

Member Needed for Board of Education

There is a vacancy on the Region 6 Board of Education for a member from Warren. Anyone interested in this position may contact Jack Travers, First Selectman, at 868-9030. The other Board members from Warren are Thomas Sarsfield (868-6801) and Jann Tanner (868-2266).
